The Pennsylvania Access to Criminal History system, known as PATCH, is run by the Pennsylvania State Police. It costs $22 per search. You pay by credit or debit card. PATCH checks the Central Repository for criminal history records, which includes arrest records and booking data across the state. About 80% of PATCH searches that return a "No Record" result come back right away. If your search shows "Request Under Review," it means a staff member must look at it by hand. This manual review can take up to two weeks. Both registered and non-registered users can run a PATCH search for Pennsylvania booking reports and arrest records.

Are Booking Reports Public in Pennsylvania

Yes. Booking reports are public records in Pennsylvania. The Right-to-Know Law under 65 P.S. § 67.301 states that government records are presumed public. This includes court dockets, booking photos, inmate data, conviction records, and arrest warrants. Anyone can request these records. Some records are restricted. Under 65 P.S. § 67.708(b)(16), records tied to an active criminal investigation may be withheld. Juvenile records are confidential under 42 Pa.C.S. § 6308 in Pennsylvania. Sealed and expunged records are also off limits. But most booking reports for adult arrests in Pennsylvania are open to the public and can be obtained through the jail, the court, or the State Police.

Pennsylvania's Clean Slate Law, known as Act 5 of 2019, allows certain records to be sealed over time. Summary offenses can be sealed after 5 years with no new convictions. Misdemeanors with a sentence under 2 years can be sealed after 10 years. Second and third degree felonies with a sentence under 7 years can be sealed after 10 years. How to Request Pennsylvania Jail Records

You have several ways to get booking reports in Pennsylvania. The method you choose depends on what type of record you need and which agency holds it. Here are the main options for requesting jail records and booking reports across the state.

  • Search the PA DOC Inmate Locator online for free state prison booking records
  • Run a PATCH search for $22 to check the Central Repository for arrest records
  • Use the UJS Portal to find court dockets tied to a booking in Pennsylvania
  • Contact the county jail directly for local booking reports

Each county jail in Pennsylvania keeps its own booking records. Some counties post recent bookings on their jail website. Others require you to visit in person or call. Under the Right-to-Know Law (65 P.S. § 67.301), you can file a formal written request with any government agency in Pennsylvania. The agency has 5 business days to respond. If they deny your request, you can appeal to the Office of Open Records. This process works for booking reports held by jails, courts, and police departments across the state.

Note: Response times vary by agency, and some Pennsylvania county jails may charge a small fee for copies of booking reports.

Booking Report Retention in Pennsylvania

Pennsylvania keeps criminal history data for set periods based on the offense type. The State Police Central Repository stores these records under 18 Pa.C.S. § 9101. Felony arrest and booking records stay on file forever. Misdemeanor booking records are kept for 20 years. Summary offense records are kept for just 3 years.

Expungement is possible for some booking records in Pennsylvania under 18 Pa.C.S. § 9122. If charges were dismissed or the person was found not guilty, they can ask the court to expunge the arrest record. Summary offenses can be expunged after 5 years with no new arrests. The Clean Slate Law (Act 5 of 2019) also seals certain records without the person having to file a petition. Once sealed or expunged, a booking report will no longer appear in public searches in Pennsylvania.

  • Felony booking records in Pennsylvania are kept permanently
  • Misdemeanor records are retained for 20 years
  • Summary offense records are kept for 3 years
  • Dismissed charges can be expunged on request

The distinction between sealing and expungement matters. Sealed records still exist but are hidden from public view. Expunged records are destroyed. Both remove a booking report from standard searches in Pennsylvania. Courts handle expungement petitions, while Clean Slate sealing happens through an automated process run by the state.
